Take a backlog from a queue under an address into account for max read to prevent OOM

In a use case where a single queue under a multicast address is backlogged, paging artifacts from the entire address can be held in memory without being cleaned up.

This enhancement would add provision for limiting read-in for an address that has multiple queues but one or more queues backlogged.
