[LTS] Broker fails to load if there is a prepared transaction with an ACK is pending on an non existent page

      • Stop broker
      • Remove the referenced file
      • Restart the broker
      • Broker fails to restart

      If a pending transaction in a prepared state references a page that has somehow been removed, the broker fails to start with a NonExistentPageException.
