ActiveMQArtemisAddress CR is not resilient to the scale up

Using ActiveMQArtemisAddress CR, if I scale up the broker cluster (changing size from 1 to 2), All the addresses are not present on the second broker pod.
Also, if I delete them and create them again, they are available on both broker pods.

The operator should also be resilient to the fact that addresses are created before the broker or after the broker.
