Allow to configure the size of a paging erea on a per destination basis

Currently its not possible to configure the paging size on a per destination basis.
When paging activates, each destination gets its own paging folder on the file system.
However its currently not possible to configure a max size that this folder may grow.

While there is max-disk-usage, it cannot be applied per destination.
