[LTS]Paging could lose data if a consumer match fails for any reason

More specifically Page cleanup will not take these pending messages into consideration and it will eventually cleanup the page files based on the last acked page on the cursor that could be a later page. if you reconnect the pending messages will be gone and you may get records lost.
