[replication] command to verify which master or slave has the most up to date store

In a deployment containing a replicated master/slave; when both brokers are stopped the broker with the most up to date store needs to be started first.

It would be nice to have a CLI (./artemis <something>) command to verify which broker has the most up to date store. A command that can be used to compare different timestamps or an easy way the administrator (ops) to see which broker should be started first,
