Due to the peer review and work completed via ENTMQBR-2846 clustering is always enabled. This results in some wasted resources in the single broker pod case where we know that at size 1 there will be no other broker pods to cluster with.

It may be desirable to recover these unused resources by turning off clustering for the single broker pod case.
