It was observed that when scaling to 2 broker pods that the moment that the 2nd broker pod passes it's readiness probe and is Ready, if it terminates exactly then the operator would continue to be in the container running state. At this point the 2nd broker pod is shutting down and restarting to attempt to reach 2 live and ready broker pods, i.e. scaling.
