Allow registration in fabric discovery (zk) from standalone mode

Even a standalone broker should be able to make use of fabric: discovery. So even when not deployed from a profile, it should be possible to configure a need for zk and register.It may be possible to have it conditional on the presence of fabric-zk (the osgi service) and register if we can find zk. May need an attribute that identifies the instance as not managed.
