Improve queue browse page, to use less memory

We should improve the queue details page in the web console to be more efficient. If it was more efficient, we could avoid getting OutOfMemory issues when we have a lot of messages in the queue.I've attached a screenshot of the thread holding 134MB String HTML response. This string contains the response for the ETFM TO.IM Queue page shown in the other screen shot.This string shouldn't be cached in a buffer before being stream to the client, or the page should using pagination in to prevent the page getting so long.
