Allow JCA bound connection factory to be used outside of managedConnection - apply spec configuration like brokerURL

With a RAR deployed and a connection factory registered in JNDI - access to that CF does not have the RAR config applied b/c it is only done as part of managedConnection creation.
We should allow the config to be applied to any connections that are created by that CF associated with the RAR
