A Durable Subscriber on a topic is showing "Pending queue size" greater than zero but message are not being sent to durable subscribers.

The Durable Subscriber is in an "Active" state

Broker restart does not appear to help.
Restarting the client that host the Durable Sub does not resolve the issue.
