Update to spring-boot 2.1

    Description

      We should upgrade to spring-boot 2.1 because it brings support for Java 11. (https://spring.io/blog/2018/10/30/spring-boot-2-1-0). We can't fully support Java 11 with Fuse on Spring-boot without this change.
