Remove all references to "docker"

Changes being planned are:

Migrate container repositories to new container namespace on dist-git and drop the ‘-docker’ suffix from the repository name
Update brew package names and container targets to remove ‘docker’ and replace it with ‘container’
Update Dockerfile with the below changes for each container
ENV value from container=docker to container=oci
LABEL(s)
com.redhat.component should be updated to use new package names
Any other labels that reference the word “docker” may need to be changed
