S2I Java: Support Configuring Application Arguments

FUSEDOC-1669 highlighted the fact that we don't yet support a way to pass Application arguments to a SpringBoot based application. Needed if a spring boot application is expecting to be configured via something like CommandLinePropertySource[1]
