Charles tried building with the the offline repo (build #37) and got the following:

1) cxf failed completely expectedly with the same eclipse problem that we just release-noted in 4.4.1-fuse-03-06 SP3; known issue.

2) fuseenterprise failed to build when trying to merge notices:
[INFO] — maven-notices-plugin:1.25:merge-notices-in-repository (merge-notices-in-repository) @ fuse-f\ abric —
[ERROR] Could not generate notices, please check target/dependency-pom.xml.log for details. [INFO]

Should verify #1 works with ESB 4.4.1 workaround and fix whatever is wrong in #2.
