RTGov Quickstart 'ordermgt' does not work

Per the Installation Guide, an RTGov installation on Fuse 6.2.1 should have:

• A base EAP 6.4.x
• The RTGov Server jar applied on top, with installation script run

In this environment, the ordermgt quickstart does not deploy. (The others do.) The deployment error says:
Caused by: org.jboss.modules.ModuleNotFoundException: org.switchyard.api.extensions.wsdl:main

There are no switchyard modules, the user is told not to use the same server Fuse is installed upon.
