Creating fabric on root container starts 2 AMQ brokers

I start a fresh esb with bin/fusesb.

Then I create a new fabric with
fabric:create

And I get that WARN error I have previous logged about.

But I noticed that I have 2 AMQ brokers

FuseESB:karaf@root> activemq:list 
BrokerName = fusemq

BrokerName = root
