Prevent hitting central.maven.org at Fabric creation

Project Deployer component, a non core functionality that's required by Maven Fabric8 plugin, initializes itself at Fabric creation, downloading some resources from Maven Central.

I'm disabling this but we probably also need how the whole functionality behaves in a totally offline environment.

NOTE:
Current implementation bypasses Maven configuration, opening http connections directly to central.maven.org
