Similar to the karaf.restart system property that allows you to restart the OSGi runtime, there should be a karaf.restart.jvm system property that allows you to restart the JVM to pickup changes like updates to the lib directory. The karaf start scripts should also look for a ${karaf.home}/lib.next directory and replace the ${karaf.home}/lib directory with the new one if it's found when it starts up.

This will allow us to better fully patch a running karaf instance with even low level system changes.
