Non admin user unable to browse ActiveMQ Queue in Hawtio

      edit etc/users.properties file
      -> admin3=admin3,viewer, Operator, Maintainer, Monitor, Deployer, Auditor

      start fuse, create 1000 messages, and browse the TEST queue (everything works)
      -> bin/fuse
      -> activemq:producer --user admin3 --password admin3
      -> activemq:browse --user admin3 --password admin3 --amqurl tcp://localhost:61616 TEST

      Open hawtio, login as admin3/admin3
      Go to ActiveMQ -> Queue -> TEST -> Browse
      [Core] Operation browse() failed due to: java.lang.Exception : Insufficient roles/credentials for operation
