Dashboard : "Add view to dashboard" link is clickable if disabled

      Add to dashboard link seems like being inactive (gray) but it slightly highlights when hovered by mouse pointer (all browsers). Clicking it sends user to the welcome page (only IE 10 and IE11).

      It has to be be completely inactive.
