Fabric - Scaling: It is possible to create empty HostTag

      It is possible to create new HostTags on three pages under Scaling tab: Profile Requirements, SSH Configuration, Docker Configuration.

      If you don't fill in any tag name it is possible to create Empty tag which doesn't make sense.
