Artifacts downloaded even when in local system repo

Noticed that when Fuse 6.2 #49 boots up nothing is downloaded to the local Maven repo which is correct because I used the full distro:

[janstey@bender ~]$ du -sh /tmp/m2test
0 /tmp/m2test

however after fabric:create...

[janstey@bender ~]$ du -sh /tmp/m2test
130M /tmp/m2test

the repo has a lot of stuff in it (also made create take a LONG time). These artifacts are already in system so there is no need to download them. Could be a missing piece of config in fabric pax-url config or maybe some other bit of fabric that doesn't use pax-url doing this.
