Mention configurable OSE timeouts

      In ENTESB-1999 we found that in some environments (i.e. slow ones) the default OSE timeouts are not large enough to allow Fuse applications to be created. We should reference the configurable OSE timeouts list at:

      in our guide. In particular the mcollective and rhc timeouts I found to be useful.
