fuse-patch may create packages with empty metadata/content

      When a *.tgz file gets added to the fuse-patch repository, its content will be copied to the repository zip file, but the associated metadata contains an empty [content] section. Because of that empty [content] fuse-patch will think there is nothing to do with that package.

      Empty [content] should not be allowed and better still, we need to find out why it is empty although the associated zip file contains all the entries.
