Missing settings.xml file in downloaded jboss-fuse-full-6.1.0.redhat-379.zip file

I am quoting ticket https://engineering.redhat.com/rt/Ticket/Update.html?id=304844 . I can confirm the settings.xml is missing and based on the get started steps it should be there. So either the text or the download bits are wrong.
