DV Operators should operate on offline Openshift clusters

      As an Openshift administrator
      I want to install DV Operator on a disconnected/offline/air-gapped clusters.
      So that I can operate without direct access to Red Hat container registry.

      As an Openshift administrator
      I want to install DV UI Operator on a disconnected/offline/air-gapped clusters.
      So that I can operate without direct access to Red Hat container registry.

      As an DV Operator user,
      I want to use DV Operator to create virtualizations on a disconnected/offline/air-gapped clusters
      So that I can use the operator without access Red Hat or other public Maven repositories.

      As an DV UI user,
      I want to use DV Operator to create virtualization on a disconnected/offline/air-gapped clusters.

      The solution for the above user stories will require additional manual configuration and manual steps (such as copying images, setting up Maven repos, etc).
      We need these steps verified and documented so there is a working path for customers with such Openshift environments.
