Fuse as Windows Service fails to start initially

      The winsw service is created without any issues following the documented procedure [1].

      However, when running `karaf-4.exe start` the cmd prompt console starts and closes without any errors, but the service does not start (The Karaf service on the local computer started then stopped).

      The problem seems to be that, when initially starting the windows service, the data folder is not created. If I manually run `bin\fuse.bat start`, then the data folder is created and the service starts to work.
