Update deprecated assertThat method in JACC and credential store test cases

The method org.junit.Assert.assertThat has been deprecated, in favour of org.hamcrest.MatcherAssert.assertThat. It is still used in 3 test classes, and should be replaced:

• VaultObjectInputStreamTest
• LinkPolicyConfigurationTest
• PolicyConfigurationTest
