InitialContextFactory doesn't always create a new InitialContext

    Description

      InitialContextFactory is not really a factory, it doesn't always create a new InitialContext.
      This can lead to interesting situations if someone closes an InitialContext which doesn't have any properties and then tries to reuse it.
