Create headers for offsite registration and CFP sites.

The registration and call for papers will likely be done by a third party vendor (Saltmarch?). We'll need to supply the necessary branded header elements to match our new look and feel.

Specs for the offsite registration forms are: 650x200 and 650x180 pixels and each file should be a maximum of 50KB.
