Set up the JUDCon Brazil website

Set up the event site in magnolia based on last years content.

The url should be:
http://www.jboss.org/events/JUDCon/2013/brazil

This is a new locale so there is no previous materials to source. Dupe the JUDCon2013: India site for structure.

1) Create graphics with localized flair.
example: http://www.jboss.org/events/JUDCon/2012/china
2) Update content to reflect Call for Papers (work with Rayme)
3) Update wayfinding graphics leading to this microsite.
