Make the Kafka channel consumer group ID configurable for the PostgreSQL connector.

Currently, the consumer group ID is hard-coded in the KafkaSignalChannel class: https://github.com/debezium/debezium/blob/v2.3.0.Final/debezium-core/src/main/java/io/debezium/pipeline/signal/channels/KafkaSignalChannel.java#L161

I would like to request that the consumer group ID be made externally configurable with the existing value of kafka-signal standing as a default.
