[RHODA][RDS] - It is possible to connect an instance from a cluster with an RDS provider account, even after creating a new RDS provider account in a new cluster

      Description
      It is possible to connect an instance from a cluster with an RDS provider account, even after creating a new RDS provider account in a new cluster

      Steps to reproduce:
      1. Make sure you have a cluster with an RDS provider account in one cluster with at
      least one DB instance
      2. Create another RDS provider account in another cluster with the same AWS IAM
      account
      3. Try to connect an application to the DB instance that existed on the previous cluster
      too

      Expected result:
      When trying to connect the DB instance to an app there should be a message saying that it is not possible to use this DB instance and the connection will fail

      Actual result:
      The binding process with the application and this DB instance is successful and no error message is displayed
