In 2.0 we left out offline devfile creation for a couple reasons:

a) insufficient time to fully test
b) insufficient time to build bootstrap logic to include zips inside Brew (similar to that for the plugin registry)

Now that we've fixed https://github.com/eclipse/che-devfile-registry/pull/181 we should be able to make this work in CRW 2.1 too
