The script that runs migrations must be altered to take two inputs:

• app
• migration name

This must be done in order to rollback a migration

Acceptance:

1. No arguments means script runs as it normally does
2. If a target app, migration are given, then they are passed to the django manage.py script.
3. Successful run of 1 and 2
4. A migration can be applied, reverted, and reapplied successfully
