      Problem Statement: As part of VZ reinstall/upgrade flow, we need a mechanism to pivot from SNOA to SNOB for upgrades and to pivot from SNOB to SNOA for rollback.

      Current State: Need CoreOS buy-in 

      A to B is Documented in POC repo that CoreOS has been contributing to.
