Recently, work was performed to enable our ability to test the hypershift e2e tests using azure infra for HCP KubeVirt.

Following up on this work, lets see how viable it is for us to run the conformance periodics for HCP KubeVirt on azure infra.

This is an important investigation for us because we are stretching the abilities of what the dev scripts on equinix can provide us performance wise. If it's possible to stabilize on azure infra, we have much more flexibility when it comes to scaling our tests.
