On https://access.redhat.com/containers/?tab=tags#/registry.access.redhat.com/jboss-eap-7/eap71-openshift the latest Tag name 1.3-15 has been pushed after 1.3-17. On top of that 1.3-15 contains a more recent EAP version 7.1.5 compared to 1.3-17 using EAP version 7.1.4. It seems the latest image was wrongly tagged.
