[AMQ] Load balancing of Prodcuer/Consumer at the startup in AMQ service is not respected

      In 1 AMQ cluster of 3 pods with persistent volumes under the same service amq62-amq-tcp, the producers and consumers are connected only to one AMQ Broker pod.

      The distribution is not equal between the different AMQ.
