[EAP64] Better way to disable web console

      During a startup a warning is written to the log complaining about missing management console.

      WARN  [org.jboss.as.domain.http.api] (MSC service thread 1-1) JBAS015102: Unable to load console module for slot eap, disabling console

      The warning should be either removed or at least documented.
