In order to authorise users to setup RHDS who haven’t obtained it from the Download Manager,
As a Program Manager,
We need provide users with a way to perform the relevant authorisation checks in Download Manager from the RHDS Login Dialog.

For example a team lead with a FullUser account may download the RHDS zip file and make it available for his team members to use. If they only have SimpleUser accounts then we need to provide a simple way for them to upgrade to FullUser accounts, Agree to the Red Hat Developer T&CS and be given a RHEL Dev Suite Subscription so they can login from RHDS to perform the CDK install process (since they themselves won't have gone through these steps to download the RHDS zip file in the first place).
