tc-accept rest api results in error code 400 for some users

      Related to JBIDE-17253

      Some users of jboss.org may have an address field stored in their user with a null value. The current code expects either the address field does not exist, or, it exists with a valid value.

      This has caused errors for other arbitrary services, in our case, accepting the terms and conditions for download of JBoss EAP.
