After discussions with Vidya, Misha, and Heather. It appears the Smart Router content is best served in the Clustering doc and not as a separate user story as originally planned as it can't really be used as a stand alone doc. Changes made to this chapter and now looking for feedback.

Can you please check out the "Installing and configuring Smart Router" chapter in the clustering doc and let me know if there is anything you'd like changed or added to. Note that the behavior section is conceptual but if you think it should rather be a procedure I can change this if I have an example procedure.

Changes:
Expand introduction and conceptual information
Add procedure to enable TLS support
Add modified deployment procedure
Add modifying router behavior concept
