Provide a common resolver for module and OSGi layer

    Description

      To solve the "human wiring dilema" we need to push the OSGi resolver down a layer. Modules should be able to define their respective requirements/capabilities just like OSGi bundles do. It is the job of the resolver to find a consistent wiring based on this metadata.
