Receive HTTP response code 0 for blacklist policy instead of 403

When setting the Failure Response option to 403, what I actually get back in the body of the response is a "responseCode" of 0. The HTTP response code itself (part of the http protocol) is correctly set to 403. But the JSON body of the response has a property called "responseCode" and that has a value of 0 when it should be 403.
