Quota policy should return 200 if the limit was reached in the process of upload.

Currently the server will return status code 429 if upload quota is reached during the upload. However the backing service will still receive all uploaded data.

The issue is that based on the 429 status code one can assume that the upload process failed. 200 would be more suitable response code in this case.
