DDL scripts for PostgreSQL and MySQL are outdated

Some of the recent changes in model were not reflected into DDL scripts. And example of such change are missing columns in table policydefs.

Additionally I think that these scripts should also provide the installation with some elementary data – such as policy and role definitions. Having a completely empty installation of APIMan seems a bit confusing.
