Allow attributes to be specified when creating service versions

Currently when creating new service version its attributes can be only cloned or configured by separate request once the resource was created.

It would be convenient to have the ability to create new resource and configure its attributes in single request. Value priority should be as follows: implicit value, cloned value, default value.
